I was going to just lay the vinyl planks on top of the tile and wish now that I did. I removed the tiles but this concrete board is a nightmare. Construction adhesive under it, nails - which are hidden, because of the top layer. I’m having to basically chisel it out, it crumbles, pull nails as I find them. Can I pour self leveler on top of this stuff or do I have to keep going?

Our local True Value store has packs of supermagnets. 1/4 to 3/4 in diameter. 4 to 6 per package. Excellent nail finders. If you can dig out the nails it will eliminate that part of your problem. I use this magnets a lot.

A wide bit in an air chisel might work, but you need those, plus a compressor.
Might be able to rent an electric version of that tool.
 
On some materials, cutting most of the way through the surface in 3 or 4 inch strips makes chiseling it out a lot easier. You are then removing strips instead of sheets.
 
How large is your project? A kitchen, bathroom or more than one room? Just curious about doorway transitions. Will the new floor end to other tile or to carpet?
Just need a bit more info to help you better.
