Do you have down spouts at these corners? Can you divert the rain away from the house?

IMO, the steam cleaners are over rated. Hot water and good chemical with the correct agitation cleans. I don't know what type of surface you are cleaning though.

100% solids epoxy are all glossy. What is done is use a satin polyurethane top coat over the epoxy, then you get the look you want plus a more abrasion resistant surface.

BTW - looks like moisture vapor problem ?
