Installing a vinyl click floor. Current floor is industrial carpet glued to cement. We will be pulling up the carpet. Can we leave glue as is? Glue is hard, not tacky, and evenly distributed.

I am installing a vinyl click. The current floor is: very thin industrial carpet tightly glued to a cement slab. There are no lumps in the carpet. Would I be able to lay the vinyl click over the this?
