Here is a list of asbestos removal dates from Armstrong, might help if you can distinguish wether or not it is an Armstrong tile or vinyl.

As far as I know lest here in AZ, it is not against any law for the consumer to remove asbestos from the home, however disposal should conform to local and state statutes.

Here again is more info from Armstrong on work practices removing asbestos flooring.

I read this and could not state it any better.

"There is no current ban on asbestos, that is an urban myth. The EPA lost a court case regarding their ability to ban asbestos, hence asbestos can be imported into this country. Canada is a leading producer of asbestos, and I understand some of it is imported to the U.S. today for use in a variety of products. So you cannot assume that any particular item is asbestos free, regardless of date of manufacture."

Remember, too, although the mills voluntarily quit putting asbestos in floor coverings and adhesives around 1978, they sold out all remaining stock. I would not be surprised if a store somewhere still has some stock.
