Moisture in concrete floors is a real issue for flooring installers.
Here in NZ there are many installers who ignore the issue and hope everything will be OK.
With the speed of construction these days, we are sometimes installing on slabs that are only 5-6 weeks old.
I myself have been caught out on an installation failure due to moisture (It's yet to be resolved)
It is part of the apprenticeship training here now - apprentices are taught about the issues, the testing, and how to prepare a floor where excessive moisture is present.
They are also taught, very importantly, that if an installation fails due to excessive moisture in the slab, it is THE INSTALLERS fault because he/she should have tested the slab, and therefore the installer has to bear the cost to put it right.
