If it is that's a lot of vapor emissions. I'm more inclined to believe it something with the concrete. If that was in Michigan I would say that there was a piece of coal in those spots. The concrete don't adhere to the coal that top pops off.

If you look close someone poured a SLC under that vct. Then in spots a double layer of vct = bad news.

I fixed an area that got flooded by the back exit earlier, double layer of vct but no SLC and that was a nightmare.
