What are the recommended inches to undercut the sill plate to tack-in a laminate flooring?

I'm a bit confused at what you're attempting to do. Laminate floors are tacked in. Also, I don't think you mean sill plate. Typically the only thing you would undercut would be door jams.
Maybe you can describe the project that you have in mind.
