Smelly ceramic tiles

This was the bathroom on our cruise where the grouting smelt like cat pee
Staff tried cleaning the grout a few times then they replaced the grout
I have noticed this on a few kindergartens where we have covered the tiles over with vinyl to cure the problem
Have any of you come across the same problem?
