There are a section of people interested in "tiny" or "small" homes. The most inexpensive is to start with a storage building that starts with what looks like a plywood floor.

here is one set up to be a home eventually.

What are some options to make it nice but not overly expensive?

Right now that has just stud walls in it.
 
I just read an article the other day that there can be problems with building codes as how many sq. ft. can be used for living. In this particular case it had to be 900 sq. ft.

Here, you have to get a exemption if it's too small. An elderly neighbor of mine lost her house to fire. She had a nice garage and a local contractor offered to do the labor for free to convert it to a house. Codes said it was too small, but the city council gave her an exemption. In the county there are no codes, so anything is OK there.
 
Yes is a coded area there would have to be exemptions or new codes, but this seems to be a new housing movement. This instead of the expensive tiny houses. So, it would be good to have some help for these people, too.
