Concrete or Vinyl Linoleum For SubFloor?

My MSI Everlife Smithcliffs Hybrid Flooring was supposed to be installed on the concrete floor, however, when the installers pulled up the carpet, they discovered 1/8" thick 12" x 12" vinyl linoleum tiles under the carpet and on top of the concrete. They decided to leave the linoleum, apply a thinset type product in different areas, then install the laminate on top. Is this method better than removing the vinyl tiles than leveling the concrete??? Does it act as a moisture barrier? Help.
 
If the hybrid floor is a floating floor It should be no problem to leave the tiles underneath, and yes it can work as somewhat of a moisture barrier and also moisture detection. if you have a serious moisture issue the old tiles would be popping and/or loose.

If the new floor is getting glued down then I’d suggest removing the old tiles.
