I have vinyl tile in my dry basement. Can I install wood composit flooring over it?
 
You can have a finished basement and still not be dry , what ever that means .
Readings have to be taken .
 
Dry basement = a finished basement, I'm assuming. If so then yea, it'd be safe, as long as its not solid wood.

That really makes no sense at all. A basement with a wood floor? You cannot just assume that a basement is dry, it needs to be moisture tested. There is no way to tell just by looking if concrete is actually dry. It is hard for me to believe that you are a flooring pro.
 
Hardwood floors in basements of course , I cant think of I high end home that I haven't
