Bubbles in the vinyl or underlayment?
Prick to see how far the knife goes down to tell if it is actually the vinyl or maybe the underlayment delaminating
    Enough fasteners in the underlayment?

Should have added the name of the vinyl , glue/type of glue you used ?
How long has the vinyl been laid?
    Was the vinyl heat welded?
Are the bubbles round or elongated?
    Do you have any photos?
