Almost impossible to monitor. The biggest problem with wood floors is if its from trees in the amazon for example but packaged in Canada (I know of two companies that do this) it's classed as "Eco friendly". Clearly isn't.
Unfortunately with carpet the consumer wants to pay less therefor hessian backings are used less and less and more adhesive styled backings (action) are cheaper to manufacture and are being used more.
There are only a few companies in the uk that could genuinely say they're Eco friendly. But you do at for it!
